漸開線起始圓真的越靠近基圓越好嗎,？

root form diameter（dFf）是漸開線起始圓吧,？base diameter是基圓直徑,。
下面是ISO 21771-2007 5.4.1的一段話
“The root form diameter, dFf, is the start of the involute portion of the profile. For an external gear it is the
greatest of the base diameter, db, or the diameter of the intersection of the flank with the root fillet or trochoid
(taking into account undercut if necessary)”
英語不好,，翻錯了請輕拍：漸開線起始圓是齒形漸開線起點所在的圓,。對外齒輪來說最好就是基圓直徑,，或齒側與過渡圓角的連接點（如果有根切，需要考慮在內）,。
問題：翻譯有沒有問題,？
如果沒問題，漸開線起始圓真的越靠近基圓越好嗎,，靠太近漸開線齒輪好加工嗎,？

樓上說的是start of active profile diameter (SAP diameter, active root diameter)吧，這個我知道
